The driving or operating of any motor vehicle of any kind or nature on the beach within the town is prohobited; provided, however, that governmental vehicles operated while cleaning or working on the beach, law enforcement vehicles, emergency vehicles, or vehicles operating pursuant to a duly granted permit from the town shall be exempt from the application of this section.
In addition, individuals who have physical handicaps 1) which are recognized by state law, and 2) which would otherwise preclude their use and enjoyment of the beach, may drive on the beach with an appropriate small open motorized vehicle designed to transport one such handicapped individual, at speeds not in excess of ten (10) miles per hour.
